Since this is a relatively new iOS version (17.2 or newer), at the time this article was written, Apple has not yet provide a fix for this situation in their Apple Configurator, so the real reason / solution is not known.
In order to proceed, please click on “Continue with Partial Setup” button.
Otherwise, if you select “Erase and Start Over” the process will be broken.
